Why can’t companies which are involved in 2G spectrum distribution scam up to the confirmation that company is?

When it is a law that the person who is able to destroy the proofs was sent to police or judicial custody & can’t get bail during investigation why such type of law is not available for those companies whom are involved in such cases.
