Why is Angela Merkel of Germany "chancellor" not Prime Minister?

Because it was named as the head of the government in thier laws written in 1867 and like the previous answer stated, it all depends on what the country wanted to call it. Chancellor came for the Latin word in Rome. Germany was part of the Holy Roman Empire and they may have been wanting to keep the title for high ranking official.
