Will HughesNet ever get rid of the Fair Access Policy?

Will they? I'm constantly downloading/uploading (i build websites, and other things over the internet for a living) and the fair access policy? Why is it even there? I live in the country and hughes net is my only option besides dial-up. Is there another internet provider that is not like hughes-net?
