Is it legal for my apartment building to charge me for gas I don't use?

My apartment building is charging me $27.00 a month for allocated gas, but my apartment is completely electric. They say it's for our boiler, but none of the apartments in my building (there's five or six of them) are gas, they're all electric. Is it legal for them to charge us so much for gas we're not even using?
